The SENCO – Solar ENergy COmmunities in Action project aims to accelerate the transition toward decentralized, citizen-driven and climate-friendly energy systems in the Western Balkans. Implemented in Albania, Bosnia and Herzegovina, and North Macedonia, the project focuses on supporting renewable energy communities, prosumer participation and the broader adoption of solar energy solutions through technical guidance, capacity building and public engagement.

Through the project, partners will develop legislative and technical analyses, regional PESTLE assessments and practical Guidelines for photovoltaic (PV) installation tailored to the national contexts of the implementing countries. In parallel, SENCO will support the preparation of step-by-step guidance for homeowner associations interested in becoming prosumers and participating in renewable energy communities.

A strong focus of the project is dedicated to capacity building and public participation. SENCO will organize technical trainings for PV installers, roundtables, investor info days, awareness campaigns and regional summer schools for youth, aiming to strengthen local knowledge and create a new generation of actors engaged in the green transition. These activities will bring together municipalities, public institutions, civil society organizations, citizens, students, private sector representatives and future prosumers to exchange experiences and co-create practical solutions for decentralized energy systems. The project also seeks to strengthen regional cooperation and knowledge exchange among Western Balkan countries by promoting shared learning and transferable approaches to renewable energy governance and citizen participation.

Ultimately, SENCO aims to empower citizens and local communities to become active participants in the energy transition, support institutions with practical and evidence-based tools, and contribute to more resilient, sustainable and climate-neutral energy systems aligned with the Green Agenda for the Western Balkans and European climate objectives.
