Libri n\u00eb fjal\u00eb \u00ebsht\u00eb i bazuar n\u00eb pes\u00eb raste studimore &nbsp;t\u00eb cil\u00ebt shtrihen n\u00eb tri nga bashkit\u00eb e m\u00ebdha t\u00eb vendit, Durr\u00ebsit, Fierit dhe Shkodr\u00ebs. Puna n\u00eb bashki \u00ebsht\u00eb fokusuar kryesisht n\u00eb hartimin e k\u00ebtyre rasteve studimore t\u00eb mundshm\u00ebris\u00eb s\u00eb zbatimit t\u00eb instrumenteve t\u00eb reja t\u00eb manaxhimit t\u00eb tok\u00ebs; me an\u00ebn e t\u00eb cil\u00ebve do t\u00eb mundosohet balancimi i interesave publik\u00eb dhe privat\u00eb n\u00eb zhvillim, duke inkurajuar forcimin e demokracise dhe rolin e ligjit n\u00eb zhvillimin e tok\u00ebs n\u00eb Shqip\u00ebri.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">P\u00ebrmes rasteve studimore, ky botim mundohet q\u00eb t\u00eb v\u00ebj n\u00eb dukje nevoj\u00ebn q\u00eb ka Shqip\u00ebria p\u00ebr tranzitimin nga zhvillim i tok\u00ebs n\u00eb baz\u00eb parcele (apo 3-4 parcelash) n\u00eb nj\u00eb zhvillim territorial, q\u00eb merr parasysh kontekstin p\u00ebrreth dhe nj\u00eb hap\u00ebsire m\u00eb t\u00eb madhe, n\u00eb baz\u00eb zone. Ky zhvillimi n\u00eb baz\u00eb zone, p\u00ebrve\u00e7 ndikimit n\u00eb an\u00ebn fizike\/ hap\u00ebsinore t\u00eb strukturave apo hap\u00ebsirave p\u00ebrreth, merr parasyh edhe kostot e sigurimit t\u00eb infrastruktur\u00ebs publike, n\u00eb mjedis dhe ndryshimin e vler\u00ebs s\u00eb pronave, si pasoj\u00eb e zhvillimit n\u00eb zon\u00eb.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Ndryshimet e fundit ligjore (Referuar pik\u00ebs 2 t\u00eb nenit 45\/1 n\u00eb ligjin nr. 10119, \u201cP\u00ebr planifikimin e territorit\u201d, i ndryshuar), n\u00eb ligjin 10119, detyrojn\u00eb \u00e7do nj\u00ebsi t\u00eb qeverisjes vendore, bashki apo komun\u00eb, t\u00eb pajis\u00eb t\u00eb gjith\u00eb territorin e saj me instrumente t\u00eb detajuara vendore, brenda 24 muajve nga miratimi i instrumentit t\u00eb p\u00ebrgjithsh\u00ebm vendor. Rastet studimore n\u00eb lib\u00ebr parashtrohen si instrumente t\u00eb detajuara vendore t\u00eb cilat mund t\u00eb vijn\u00eb n\u00eb ndihm\u00eb autoriteteve planifikimit dhe t\u00eb kontrollit t\u00eb zhvillimit t\u00eb territorit n\u00eb bashkit\u00eb\/ komunat t\u00eb cilat tashm\u00eb kan\u00eb nj\u00eb plan t\u00eb p\u00ebrgjithsh\u00ebm vendor, n\u00eb fuqi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Libri \u201cPraktika t\u00eb Reja p\u00ebr Zhvillimin dhe Manaxhimin e Tok\u00ebs n\u00eb Shqip\u00ebri\u201d, duke marr\u00eb parasysh v\u00ebshtir\u00ebsit\u00eb e hasura p\u00ebrgjat\u00eb pun\u00ebs p\u00ebr hartimin e rasteve studimore dhe jep disa p\u00ebrfundime dhe rekomandime q\u00eb duhen t\u00eb merren parasysh si nga autoritetet vendimarr\u00ebse por edhe nga zhvilluesit dhe profesionist\u00ebt, si aktor\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb zhvillimin dhe kontrollin e territorit n\u00eb Shqip\u00ebri. Rekomandimet shprehin, gjithashtu, r\u00ebnd\u00ebsin\u00eb e hapave q\u00eb duhen marr\u00eb nga aktor\u00ebt n\u00eb fjal\u00eb, me q\u00ebllim mund\u00ebsimin e zbatimit t\u00eb instrumenteve t\u00eb manaxhimit t\u00eb tok\u00ebs, q\u00eb baza ligjore p\u00ebr planifikimin dhe zhvillimin e tok\u00ebs mund\u00ebson sot p\u00ebr territorin e Shqip\u00ebris\u00eb.
